Jim Binion | President

Jim Binion is President of Advanced Computer Technologies, a case management software development company. Jim has over 20 years experience in computer systems, application development and management. In addition to his extensive knowledge of the computer industry, Jim has experience in training development and IT consulting targeting a results oriented solution. Jim holds an undergraduate degree in Business with Computer Science from Troy University, and an Associate of Science in Information Systems Management from the United States Air Force. He has served or currently serves on the boards of several professional organizations including:

Jim has most recently been appointed by the Governor of Alabama to serve on the Alabama Supercomputer Board, with a mission to develop and operate the statewide Alabama Research and Education Network and the Alabama Supercomputer Center supporting Alabama state government, four-year universities, two-year colleges, K-12 schools, and libraries. Jim was published in the Business Alabama magazine as a featured IT Businessman. In addition to this publication, Advanced Computer Technologies was featured in several publications to include: Alabama Technology, Central Alabama Business Journal, the Business Section of the Montgomery Advertiser, and featured as a Central Alabama "Leading 40 under 40" businessman.



Greg Brannon | Vice President

Greg Brannon brings over 20 years of sales and management experience to Advanced Computer Technologies. He has worked with various industries including retail, manufacturing and distribution centers.

While at ACT, Greg has established a successful sales strategy expanding our Government Division to two additional states (Michigan and Mississippi). He has successfully managed the development and implementation for the state of Mississippi; bring over 17 drug courts online while leading a team of developers to create ACT's first Municipal Court Case Management application.

Greg has recently been promoted to Vice-President, responsible for organizing and leading all day-to-day activities of staff, who are engaged in design, programming, network, sales and helpdesk support. He is committed to ensuring that every customer receives a quality product. Greg is involved with various community organizations and is an avid supporter of the economic development in the city of Montgomery.



Yi You | Senior IT Director

Yi You holds a Masters Degree in Computer Science from the University of Texas at Dallas. He joined Advanced Computer Technologies as a programmer in 2003, where he soon became the Lead Programmer, working on the company’s multiple government and commercial projects.

When the company reorganized, he was promoted to Senior IT Director. He now leads a team of cutting edge programmers and IT personnel dedicated to using the latest in technology and providing simple solutions to complex problems to meet all of our customers’ needs.



Tracey Harris | Web Consultant/Human Resource Director

Tracey brings 13 years of experience in customer service and sales in banking and retail to ACT. In addition to her customer service and sales background she has experience in training and leadership development.

Tracey is a native of Demopolis, Alabama and a graduate of Auburn University at Montgomery with a B.S. in Microbiology, and Troy State University at Montgomery with a Masters in Human Resources.

Tracey works with several volunteer and networking organizations in the community:

  • Served as President of the Business Builders Chapter of BNI,
  • Advisory Council member for Big Brothers Big Sisters,
  • President of the American Business Women’s Association (ABWA).


Dr. Cary Heck | Drug Court Case Management Consultant

Dr. Cary Heck is an Assistant Professor of Criminal Justice at the University of Wyoming and an expert in drug court evaluation and case management systems.  Dr. Heck has written and published materials related to drug court evaluation and performance measures as well as state program mangement.  His research agenda includes drug courts and other problem solving courts, policy construction, juvenile delinquency, and policing.  Dr. Heck also serves as a consultant for several states and localities on substance abuse and crime issues including policy formulation, program administration, and management information systems.  Dr. Heck’s work experience includes a three year stint as the statewide Drug Court Program Office Director for Louisiana, time with the United States Department of Justice, Bureau of Justice Statistics, teaching at three major western universities, as well as serving as a probation officer and police officer.
